- E-learning Center Association Founded - A Policy Forum to Develop National Human Resources Held at CNU on August 31 The E-learning Support Center Association of the nation had its foundation ceremony on August 31 at CNU. It was the first step to develop e-learning as key power source to strengthen national competition. Keeping pace with technological developments, the government, schools and information technology corporations are working to bring Internet-based and e-learning education within the reach of primary and secondary educational institutions. The Ministry of Education and Human Resources Development has launched an e-learning project by designating about elementary, middle and high schools nationwide as pilot project schools. The IT-related corporations will provide the technological infrastructure including personal computers and server systems. The Ministry of Education & Human Resources, CNU, Gangwon National University, Gyeongsang National University, Yeungnam University, Jeju National University, Gwangju Office of Education, and Chonnam Office of Education held a
Policy Forum to Develop National Human Resources and to Celebrate E-learning Support Center Association.
On that day, Mr. Park Gyong-jae, Chief Manager of the Ministry of Education & Human Resources, gave an opening address under the title of ‘Basic Policies of D-learning for the Development of the Nation’ and he announced that they have plans to develop excellent human resources utilizing e-learning broadly in order to revise and renovate the public education; promote on-going education develop vocational capability; and further achieve regional unification. Chief Manager Park said, \"The connection between education system and industrial system is important owing to their characteristics.” “We have plans to develop e-learning contents linking with human resource cultivation projects such as NURI Project and to make links of local strategic industry with e-learning support center by building various profit model creation and self-developing R&D basis,\" he added. He also noted, “One of our major policy tasks is to contribute to resolve the imbalance of industrial workers distribution by developing customized e-learning education” and he emphasized, “We also have plan to go out abroad by making e-learning globalized. In order to do this, we will attract APEC e-learning training center, e-learning international conferences, co-joint project together with advanced and international IT companies.\" After the opening address, Mr. Kim Du-yon from the Ministry of Education and Human Development delivered a lecture on ‘Animation Methods in High School e-learning’ for discussion. Each specialist from three areas presented their lectures in three sessions. 1st session ‘Support of Human Resource Cultivation in order to Found e-cluster’: △ Promotion Plans for Joint Projects of Industry and Academy (Mr. Kim Yong-chol, manager of industrial technician in the Ministry of Industrial Resource) △ Establishment Methods of National Central E-learning Support Center(Prof. Kim Hee-bae, Gwan-dong University) △ Human Resource Cultivation for Specialized Local Industries, Industrial education and E-learning Assistance cases (Prof. An In-seop, Gyong-sang University, director of E-learning Assistance Center). 2nd session ‘E-learning in Higher Education and On-going Education’: △ Utilization of E-learning to Strengthen Local Universities
competition (An Gi-jung, Jeju National University, Director of E-learning Assistance Center) △ Military Human Resource Development Utilizing E-learning: at the military and academy joint special department and developing of technician force (Commander Lee Yong-woo, Armament Staff office in the Headquarter of Army) △ Promotion of Gwangju - Culture Centered City and E-learning assistance system (Mr. Kim Yong-heon, director of research in the Promotion and Planning Group for the Culture Centered City). 3rd session ‘E-learning Support for Strengthening of School Education Competition’: △ Normalization of Public Education, Schools to reduce the Costs for Private Education, Co-operation of Educational Office and E-learning Assistance Center (Prof. Park In-woo, Korea University) △ E-learning Utilization Methods for Teachers Development and Re-education (Prof. Im Chol-il, Seoul National University) △ Limitation of E-learning Utilization and its Solutions for the Strengthening of School Education Competition (Prof. Kim Hwoi-soo, CNU).
