Provision of Expert Advice to National and Regional Governments by Chonnam National University

The faculty members of Chonnam National University are contributing their academic expertise to various national and local policies and projects through expert advisory roles. Below are some key examples:

Public Data and Copyright Protection Professor Ryu ○○ from the School of Law serves on the Public Data Dispute Mediation Committee and the Korea Copyright Commission, providing policy advice on the management of public data and copyright protection.

Environmental and Health Policy Professor Shin ○○ from the School of Law participates as a committee member on the Ministry of Environment's Asbestos Damage Relief Fund and Environmental Damage Relief Policy Committee, and serves as a part-time appraiser for the Korean Medical Dispute Mediation and Arbitration Agency, offering policy advice in the field of health.

Tourism and Regional Economic Revitalization Associate Professor Park ○○ from the College of Social Sciences serves as a policy advisor on the Legacy Committee for the Yeosu World Expo under the Ministry of Oceans and Fisheries and the Public Relations Policy Advisory Committee for the Gwangyang Bay Free Economic Zone Authority, providing insights into tourism policy and strategies for economic revitalization in the region.

Member of the Presidential Commission on Agriculture, Fisheries and Rural Policy

Chonnam National University provides expert advice to the national government through the engagement of its faculty members in various high-level advisory roles. An example is Professor Kim Tae-ho from the Department of Marine Production Management, who has been appointed as a civilian member of the Presidential Committee on Agriculture, Fisheries, and Rural Policy, effective from June 19, 2023, to June 18, 2025. This committee collaborates with the Ministry of Economy and Finance, the Ministry of Agriculture, Food and Rural Affairs, and the Ministry of Oceans and Fisheries to devise sustainable development policies for the agriculture and fisheries sectors.

Professor Kim is recognized as one of South Korea’s leading experts in smart aquaculture. He has overseen major national R&D projects, including the Smart Aquaculture Research Center and the Smart Recirculating Aquaculture System Development Project, under the Ministry of Oceans and Fisheries. In his role on the Presidential Committee, he provides insights and guidance on advancements in smart aquaculture, resource management, and sustainability in the fisheries sector.

Additionally, Professor Kim has previously served in advisory roles such as a national policy evaluation expert, a member of the National Science and Technology Advisory Council, and a commissioner on the Agricultural and Fishery Products Quality Management Review Board. His contributions reflect Chonnam National University's active engagement in shaping national policy through expert consultation.

Chonnam National University's Expert Advice to National and International Energy Policies

Professor Bae ○○ from Chonnam National University's Department of Economics was recently appointed as an operating committee member for the bioenergy sector of the International Energy Agency (IEA). The IEA, a transnational organization formed by major oil-consuming countries, aims to facilitate emergency oil distribution among member countries and promote alternative energy development in response to reductions in oil supply from oil-producing nations.

As an operating committee member in the bioenergy field, Professor Bae will represent South Korea in the IEA’s Research Technology Committee, participating in biannual meetings. His responsibilities include managing 11 existing projects, evaluating new projects, and overseeing the creation and review of the IEA's annual bioenergy report. South Korea has been involved with the IEA's Renewable Energy Working Party (REWP) under the Committee on Energy Research and Technology (CERT) since 2002, actively engaging in technology cooperation programs in areas such as solar, wind, hydrogen, bioenergy, and solar thermal energy.

Through this role, Professor Bae significantly contributes to both national and international energy policy development, expanding Chonnam National University's influence and involvement in global energy initiatives.

Advisory Services in Science, Technology, and Environmental Policy for the Jeonnam Region

Professor Gwak ○○ from the Department of Marine Convergence Science has been appointed as a member of the Jeonnam Science and Technology Promotion Council under the National Science and Technology Advisory Council of the Ministry of Science and ICT. In this role, Professor Gwak participates in reviewing and coordinating major policies and plans, including the Comprehensive Science and Technology Promotion Plan for Jeollanam-do. His contributions are especially valuable in the efficient management and feedback improvement of national R&D budgets related to science and technology in Jeollanam-do, as well as in identifying future industries through the digitalization and decarbonization of local key industries. Professor Gwak is expected to serve Jeollanam-do in this capacity for a three-year term.

In addition, Professor Gwak is actively involved in various advisory roles closely linked to the local community, including as a member of the Ministry of Oceans and Fisheries’ Central Coastal Management Advisory Committee and as President of the Korean Society of Environmental Genetics. His work contributes to strengthening the foundation of sustainable development in the Jeonnam region through science and technology.
