In a robust move to eliminate corruption within the public sector, the organization has developed a comprehensive strategy aimed at fostering a culture of integrity, ethical conduct, and transparent operations, ultimately envisioning a "clean university, ethical staff, and transparent university administration."

To realize this vision, the organization has outlined a detailed implementation plan focusing on several pivotal areas:

- Enhancing Integrity Communication and Infrastructure: The plan includes the development of platforms and channels that facilitate open communication about integrity and ethics within the university community. This aims to ensure that all members have access to information and resources that promote ethical behavior and decision-making.

- Operating Anti-Corruption Measures: The strategy involves the implementation of strict anti-corruption measures, including the introduction of policies and procedures that deter corrupt practices. This includes regular training sessions for staff and faculty to raise awareness about corruption and its consequences, as well as the establishment of clear guidelines for ethical conduct.

- Establishing and Spreading a Culture of Integrity: Central to the plan is the creation of an organizational culture that values and practices integrity in all aspects of university administration. Initiatives include recognizing and rewarding ethical behavior among staff and students, creating forums for discussion on integrity issues, and integrating ethical considerations into curriculum and research activities.

2. Code of Conduct for University Staff
 


 

This policy is a comprehensive guide outlining the ethical norms and principles that all staff members of Jeonnam National University are expected to follow. It serves as a cornerstone in upholding the integrity and professionalism of the university's operations, both in academic and administrative capacities.

The code of conduct is meticulously designed to ensure that every aspect of the university's functioning aligns with the highest ethical standards. This includes, but is not limited to, provisions for:

- Fair Job Performance: Staff members are expected to perform their duties with impartiality, fairness, and efficiency, ensuring that all actions contribute positively to the university's x-x-x-objectives.

- Prohibition of Unjust Gains: The policy strictly prohibits any actions that might result in personal gain at the expense of the university or its stakeholders. This includes avoiding conflicts of interest, not accepting bribes, and transparency in all financial transactions.

- Fostering a Healthy Public Service Culture: The university commits to creating an environment where ethical conduct is the norm. This involves promoting values such as honesty, responsibility, and respect among staff members.

- Actions in Case of Violations: The policy clearly outlines the procedures to be followed in the event of ethical violations. This includes reporting mechanisms, investigation processes, and the imposition of appropriate disciplinary actions to prevent recurrence.

Furthermore, the policy encourages continuous ethical education and awareness among staff members, aiming to instill a deep understanding of the importance of ethics in maintaining the university's reputation and trustworthiness.

By adhering to this code of conduct, Jeonnam National University aims to ensure that its educational and administrative practices not only meet but exceed the ethical expectations of its community and society at large, thereby fostering a culture of integrity and respect.



3. Chonnam National University Guidelines for Reporting Corruption, Processing, and Protection of Reporters


The "Chonnam National University Guidelines for Reporting Corruption, Processing, and Protection of Reporters" outlines measures to ensure that individuals can report corruption (including violations of the code of conduct) without fear of retribution. It provides a system for protecting the identity, safety, and confidentiality of reporters and collaborators, including incentives and rewards for reporting. These guidelines were established in response to the Anti-Corruption and Civil Rights Commission's demand for such measures as part of the evaluation criteria for corruption prevention policies in national and public universities in 2015.

The legal basis for these guidelines is set in Articles 55 to 71 of the "Act on the Prevention of Corruption and the Establishment and Management of the Anti-Corruption and Civil Rights Commission." Protection is extended to those reporting corruption to national authorities such as the Anti-Corruption and Civil Rights Commission, the Board of Audit and Inspection, investigative agencies, or any related investigative body.

Key contents of the guidelines include:

Confidentiality: It's prohibited to disclose or imply the identity of a reporter without consent.
Identity Protection: Reporters can demand measures to restore their original status or other necessary actions if they face or are likely to face unfair treatment due to their report.
Physical Protection: If reporters or their family members face threats due to the report, they can request protection measures from the Anti-Corruption and Civil Rights Commission.
Rewards and Compensation: Reporters leading to significant financial benefits or loss prevention for public institutions may be awarded and compensated.
Designated Responsible Officer: The officer responsible for the code of conduct at the university (usually the head of the general affairs department) also oversees these guidelines.
Other Protection Systems: Assumptions of disadvantage after reporting, mitigation of responsibility if the reporter's disciplinary reasons are discovered, and protection of assistants who contribute to the investigation of the report are included.
The guidelines ensure that reporting corruption does not breach any duty of confidentiality mandated by other laws, collective agreements, or employment rules.
 

4. High-Ranking Government Officials' Integrity Pledge

In an effort to enhance the integrity leadership of agency heads and high-ranking officials and establish a culture of integrity through leading by example, 35 high-ranking government officials have taken the Integrity Pledge.
 

5. Corruption Reporting Center

The role of Chonnam National University's Corruption Reporting Center is focused on identifying, preventing, and responding to corruption and misconduct that may occur within the university. This center provides a safe and reliable channel for faculty, students, and other stakeholders to report corrupt practices, thereby enhancing the transparency and accountability of the university.

6. Anti-Corruption Education Plan

Chonnam National University annually conducts at least 2 hours of anti-corruption education to strengthen the ethical awareness of its members and to prevent corruption. This education program targets faculty and students, including in-depth content on the definition of corruption, the impact of corruption occurrences, legal regulations and procedures for corruption prevention, and ethical decision-making.

Through the anti-corruption education, Chonnam National University aims to ensure that all members share ethical values and standards, laying the foundation for creating a transparent and responsible university culture free from corruption. This education is an essential element for the continuous growth and development of the university, playing a crucial role in helping members maintain high ethical standards.
