11.4.7 sustainable practices planning development

Basic Agreement for the Promotion of the Campus Innovation Park Construction Project at Chonnam National University

Chonnam National University, Korea Land and Housing Corporation, Gwangju Metropolitan City, and Gwangju's Buk-gu District have entered into an agreement to establish an urban high-tech industrial complex (Campus Innovation Park) within the university, leveraging Chonnam National University's human and material innovation capacities. This initiative aims to create youth employment opportunities and vitalize the local economy by developing the university into a hub for regional innovative growth.

Article 1 (Purpose): This agreement aims to define the roles and mutual cooperation between Chonnam National University, Korea Land and Housing Corporation, Gwangju Metropolitan City, and Gwangju's Buk-gu District for the smooth promotion of the Campus Innovation Park project.

Article 2 (Project Details): The Campus Innovation Park project will designate part of the university's land as an urban high-tech industrial complex and build a compound building (hereinafter referred to as the "Industry-Academia-Research Innovation Hub") to provide affordable office space for startups to post-business incubation (Post BI) companies and support their capacity building.

Article 3 (Project Scale): The industrial complex will cover an area of 35,600㎡, with approximately 20,000m² developed into a complex that constructs an Industry-Academia-Research Innovation Hub with a total floor area of about 22,000m². The remaining land will be developed by Chonnam National University in accordance with the Campus Innovation Park's x-x-objectives. If necessary, due to changes in project conditions, the scale may be adjusted through consultation among the four institutions.

Article 4 (Cooperation Matters): Chonnam National University, Korea Land and Housing Corporation, Gwangju Metropolitan City, and Gwangju's Buk-gu District will cooperate on the following matters to achieve the goals of establishing the Campus Innovation Park faithfully.
a. Securing project sites, fundraising, and support for project costs.
b. Establishing project plans such as industrial complex planning, architectural design, and managing permissions and licenses.
c. Attracting companies to the complex, operation, maintenance, and management of the site and buildings.
d. Identifying legal and regulatory improvements, policy suggestions, and information sharing.
e. Discussing and deciding on other detailed matters related to the project.

Article 5 (Roles of Each Institution): Chonnam National University, Korea Land and Housing Corporation, Gwangju Metropolitan City, and Gwangju's Buk-gu District will perform the following roles, with specific details to be determined in the implementation agreement.
a. Gwangju Metropolitan City and Gwangju's Buk-gu District will support project costs and permissions and participate in the operation of the Campus Innovation Park to contribute to the creation of youth jobs and the revitalization of the local economy.
b. Chonnam National University will provide the site for the project and bear the costs of industrial complex permission services and removal of obstacles (including landfill waste), jointly conducting and managing the Campus Innovation Park project with Korea Land and Housing Corporation.
c. Korea Land and Housing Corporation will procure the project costs and jointly with Chonnam National University, establish plans for the complex formation and construction, perform permissions, licenses, and construction, and operate and manage the project.

Article 6 (Implementation Agreement) of the Basic Agreement for the Promotion of the Campus Innovation Park Construction Project at Chonnam National University states that Chonnam National University, Korea Land and Housing Corporation, Gwangju Metropolitan City, and Gwangju's Buk-gu District shall, prior to the approval of the industrial complex plan, determine the details of funding and support for the Campus Innovation Park project, management and operation of the Industry-Academia-Research Innovation Hub, and other matters of cooperation and roles through an 'Implementation Agreement'.

Article 7 (Miscellaneous) stipulates that all parties shall faithfully implement the contents of the agreement and any matters not specified in this agreement shall be determined through mutual consultation.
